Request for Information for Electric Vehicles – Saint Lucia

The Caribbean Centre for Renewable Energy and Energy Efficiency (CCREEE) is in the process of preparing for multiple public tender(s) to procure Electric Vehicles (EVs).

  • Supporting the implementation of Nationally Determined Contributions (NDCs) in the Caribbean – transforming the transport and energy sectors towards a low-carbon and climate-resilient future (NDC-TEC) – Link HERE

We are requesting information from potential suppliers to assist in gathering the relevant vehicle specifications, warranty details, and other pertinent data that will inform the preparation of the formal procurement documents and to aid in discussions at the Government of Saint Lucia’s internal Pilot Design and Validation Workshop.

This Request for Information (RFI) seeks to gather preliminary information regarding available electric vehicle options, their specifications, warranty terms, pricing structures, maintenance provisions, and any other relevant details that would guide the formulation of our public tender documents for Saint Lucia.

Vehicle types being targeted include Right-Hand Drive (RHD) All-Electric units with the following chassis:

  • 5-door Crossovers
  • 5-door SUV
  • Panel Vans
  • Passenger Vans (7-9 seaters)
  • Minibuses (16-seater range)
  • Double and Single Cabin Pickup Trucks
  • Patrol Vehicles for Policing
  • Electric Motorcycles for Policing
  • E-bikes
  • Ambulances or Patient Transfer Vehicles

We would appreciate your timely response in providing the following information for the vehicle types listed.

1. General Company Information

  • Company name, address, and contact details.
  • Company’s experience in supplying electric vehicles (years in business, geographic reach, etc.).
  • Overview of your company’s capabilities and any relevant certifications or partnerships (e.g., sustainability certifications, EV-related recognitions, etc.).
  • Relationship with Original Equipment Manufacturer (OEM) of vehicles being proposed.
    • Is company authorized directly by OEM to supply vehicles to Saint Lucia? If not, please state the arrangement (independent/unofficial supplier, broker, via regional master supplier).

2. Electric Vehicle Models and Specifications

  • Model/Make: Provide the make and model of electric vehicles available for supply, including all variations, configurations, or trim levels that may be suitable.
  • Vehicle Types: Indicate the types of electric vehicles available (e.g., sedan, SUV, commercial vehicle, etc.).
  • Range and Battery Specifications: Include details on the driving range per charge and recharge times
    • Battery: battery capacity, battery life expectancy, battery chemistry, material and composition.
  • Performance and Efficiency: Include details on acceleration, top speed, and energy consumption (e.g., miles per kWh or other relevant measures).
  • Charging Infrastructure Requirements: Indicate the specific charging types/options and infrastructure required for the vehicles.
  • Safety and Compliance: Provide information on safety features and compliance with regional or international safety standards (e.g., crash testing, driver assistance features).
  • Technology Features: Include information on technology systems such as navigation, connectivity, autonomous driving capabilities (if applicable), and any other advanced features.
  • Customization Options: Indicate any potential for customizations such as branding, vehicle colour, or specific fleet needs.

3. Pricing Information (Optional)

  • Estimated pricing for each model, including any bulk purchase discounts.
  • Additional costs related to vehicle delivery, registration, and any other associated fees.
  • Payment terms and options (e.g., leasing, purchase, financing models).
  • Estimated cost of ownership (e.g., annual maintenance costs, expected service life).
  • High Voltage Battery Ownership Options

Please note that specific pricing would be desirable but not mandatory for this pre-procurement phase. However, suppliers can provide a budgetary pricing or price ranges for various models.

4. Warranty and Service Terms

  • Warranty coverage for the vehicles, including duration, mileage limits, and coverage specifics (e.g., powertrain, battery, etc.).
  • Terms for extended warranties or service agreements.
  • Information on maintenance packages, including frequency, cost, and whether service can be performed locally or through authorized service centres.
  • Replacement policies for critical components such as batteries, motors, etc.
  • Details on the provision of spare parts and accessories.

5. Maintenance and Support Services

  • Description of your after-sales service capabilities, including local availability of parts and support.
  • Availability of training for fleet operators and maintenance staff.
  • Support for fleet management (e.g., software systems to monitor vehicle performance, tracking, charging status).

7. Lead Times and Availability

  • Estimated delivery timelines from order to final delivery.
  • Lead times for additional or customized vehicle configurations.
  • Availability of vehicles for pilot testing or demonstration purposes.

8. References and Case Studies

  • Please provide references or case studies of similar electric vehicle projects with public or private sector entities, particularly those with large-scale fleets or long-term contracts.
  • Customer testimonials or feedback. (Optional)

9. Compliance and Regulatory Information

  • Compliance with relevant local, national, and international regulations and standards (e.g., emissions, battery disposal, etc.).
  • Any anticipated regulatory changes that could impact the vehicles in the coming years.
