A. PURPOSE
To contribute to the Integrated Resource and Resilience Planning (IRRP) and Project Preparation Facility (PPF) programmes of the CCREEE, functioning through close coordination with key global, regional, and national stakeholders and actors, with particular attention to the coordination that is required with CCREEE colleagues, the Energy Unit of the CARICOM Secretariat, Institutions of CARICOM, and international development partners.
To contribute to the improvements in information and sector intelligence on, inter alia, climate and climate‑related vulnerabilities within the energy systems, in general, and the electricity systems, in particular, and to support the mainstreaming of climate and multi‑hazard resilience considerations within electricity sector plans, system designs, and project engineering, within Caribbean countries.
B. ACCOUNTABILITIES
- Supporting the organization and execution of the Integrated Resource and Resilience Planning (IRRP) activities within the CCREEE, through stakeholder engagement, engineering modelling, vulnerability analysis, etc.
- Supporting the development of projects, through engineering and other analytical inputs, that are receiving technical assistance through the Project Preparation Facility (PPF) of the CCREEE.
- Provide technical support to prepare or refine proposal documents, to include, inter alia, assisting with in the preparation of prefeasibility, feasibility and other technical reports; compilation of assessments and studies; review and refinement of business plans, and any other contributions that are necessary for the finalization of a bankable project proposal document.
- Provide support to the negotiation and development of agreements with clients, as well as strategic and functional partners, involved in the PPF.
- Contributing to the development and execution of capacity building and training initiatives, especially those that are targeted to stakeholders and beneficiaries within the IRRP, and PPF Programmes of the CCREEE.
C. RESPONSIBILITIES
1. Actively lead the management and execution of Integrated Resource and Resilience Plans (IRRPs) and Vulnerability Assessments for Member States by, inter alia:

- Supporting the identification, management, and engagement of stakeholders within the participatory planning processes.
- Managing the sharing and exchange of statistics and information among the national, regional and international agencies, institutions, and entities, e.g., electric utilities, electricity regulatory bodies, CIMH, CSGM (UWI), etc., to ensure, inter alia, that data of the appropriate quantity and quality are available for the construction of models and scenarios throughout the development of IRRPs.
- Conducting independent research and analysis to support the accuracy and relevance of the data and models that are necessary for the integration of climate, weather, and other applicable hazards into the planning approach and methodology of IRRPs.
- Developing models and conducting simulations to verify load flows and network stability under various climate scenarios.
- Simulating vulnerability inputs into existing system expansion and integrated resource plans, so as to support the integration of resilience considerations into conventional planning methodologies.
- Developing models and conducting simulations to obtain projections on energy, especially electricity, demand and to predict the effect of weather, climate, and other regiospecific scenarios on the demand for energy services, in general, and electricity services.
- Working closely with the Sustainable Energy Specialist and, working closely also, with key experts within the international, national, and other regional entities that are supporting the development of IRRPs on the coordination of vulnerability assessments and related activities.
- Supporting the review and technical validation of reports on, inter alia, load flows and network stability, etc.
- Managing the review and technical validation of reports on, inter alia, climate‑related and other vulnerability assessments for the network, in particular, and the electricity sector, in general.
- Conducting critical reviews and validation for technical reports from consultants and technical partners, such as CIMH, CSGM (UWI), etc.
- Managing the documentation of processes, lessons, and best practices, thereby contributing to the continual improvement and strengthening of the execution of IRRPs and Vulnerability Assessments.
2. Actively support the delivery of project preparation assistance to public and private sector clients, to include:

- Contributing, especially through analyses and scenarios regarding climate, weather, and other applicable hazards, to the technical examination and evaluation of projects that have been submitted to and are receiving support from the PPF.
- Contributing, especially through the identification and design of resilience countermeasures for climate, weather, and other applicable hazards, to the conceptualization, design, and development of projects that are receiving assistance from the PPF.
- Contributing to the execution of technical analysis, with the appropriate tools, to determine the feasibility of projects that are being supported under the PPF.
- Contributing to the design and develop of knowledge products, including GIS maps and other geo-informatics tools, to support the integration of information from IRRP and PPF activities into the databases of the CEKH.
- Supporting the organization and execution of stakeholder consultations and dialogues, whenever deemed necessary, to, inter alia, promote the building of awareness on, and the promotion of, the PPF.
- Contributing to the drafting of Proposals and Cooperation Agreements, to support the raising of funds for the priority initiatives, projects, programmes and activities of the CCREEE.
- Contributing to the preparation of annual work plans, work breakdown structures, and budgets, as well as to the preparation of progress reports, annual reports, and any documents that are necessary for the internal and external reporting, of the CCREEE.
- Representing, and making presentations on behalf of, the CCREEE at national, regional, and international conferences, symposiums, forums, workshops, and any other public engagement, when required.
- Any other duties that may be assigned, from time to time, by the Head of Technical Programmes.
D. ROLE REQUIREMENTS

Education & Experience:
- Master’s degree in the Physical Sciences, with focus on Sustainable Energy; or Bachelor’s Degree in Engineering, with postgraduate studies in Economics or Finance; or equivalent. Consideration will be given to candidates with Bachelor’s Degrees and significant experience in electricity sector planning and/or climate‑resilient electricity system designs, within CARICOM or other SIDS environment.
- Seven (7) years’ experience within the electricity sector, to include experiences in system planning and/or engineering modelling, and/or project development.
- Experience working in the sustainable energy sector within the Caribbean region or similar small island environment. Experience with international development cooperation and management of developmental partnerships will be favourably considered.
- Proficiency in the use of word, mathematical presentation, and communication processing tools (viz. Microsoft Word, Excel, PowerPoint, Access, and other similar software).
- Sound knowledge and experience on renewable energy technologies and their applications, including solar photovoltaic and solar thermal, wind, hydro, and ocean technologies. Understanding of the linkages between energy, climate resilience, and sustainable development issues will be favourably considered.
- Experience in multi-cultural, international environment. Experience with inter‑governmental organizations will be favourably considered.
- Experience in team leadership. Experience with team‑building dynamics is highly‑desirable.
- Good analytical writing and strong communication skills.
